One of the top officials of the Kyiv City State Administration (KSCA) has been caught exploiting a fake disability. He faces a potential five-year prison sentence.
This was reported by RBK-Ukraine citing the Telegram channel of the Security Service of Ukraine (SBU).
According to sources from RBK-Ukraine in law enforcement, this concerns Oleksandr Yastrubenko, the first deputy director of the Department of Urban Development and Architecture of the KSCA.
The official is suspected of fraudulently obtaining a Group 2 disability status, which allowed him to avoid conscription and receive social benefits.
From 2023 to 2024, he unlawfully received 170,000 hryvnias as compensation for "partial loss of capacity to work."

"As the investigation established, to obtain the fictitious disability, the official forged medical examination data, specifically 'worsening' the echocardiography results, which allegedly indicated a severe cardiovascular disease," the SBU reports.
Afterward, the suspect submitted the forgery to a city hospital in Kyiv, which served as the basis for forwarding the conclusion to the Medical-Social Expert Commission (MSEC).
The KSCA official has been notified of suspicion under part 1, 3, 4 of Article 358 - forgery, use, and sale of documents, seals, stamps, and forms.
He faces a potential five-year prison sentence.
Additionally, information regarding possible involvement of other officials in the "scheme" is being investigated.
This autumn, a series of corruption scandals surrounding the Medical-Social Expert Commissions were uncovered. Ultimately, this led to the dissolution of the body. Instead of the MSEC, expert teams for the assessment of functioning individuals are now in operation.
As Health Minister Viktor Liashko mentioned, by the end of 2024, nearly 200 individuals were stripped of their disability status.
