Oleg Popenko, head of the Consumers' Union of Utility Services, explained why Ukrainians are forced to pay for heating even when the radiators are barely warm.

He reported this during the broadcast of the "Rанок.LIVE" program on November 8.

He noted that heat meters only account for the volume of heat carriers, not their actual temperature.

Popenko clarified that even if the radiators do not provide sufficient heat, consumers are obligated to pay the full price because the accounting system does not record the temperature level of the heat carrier.

In short, the legislation from 2017 to 2019 was aimed at supporting the interests of heating utility companies rather than consumers, which ultimately resulted in additional expenses for individuals who needed to independently monitor the temperature in their homes.

Previously, Politeka also reported that Ukrainians will receive benefits for utility services and other expenses. Wives of military personnel are entitled to a discount on utility services. Families of servicemen with this status can receive a 75% discount on housing payments, as well as on fuel for homes without centralized heating. Additionally, a 75% discount is provided for gas, electricity, and other utility services, with a 100% discount for individuals with disabilities. Discounts are calculated based on 21 square meters of living space per person and an additional 10.5 square meters for the entire family.
