According to the court's decision, various methods may be applied to debtors for housing and communal services, specifically, properties may be confiscated for debts related to utilities in 2025.

The consumption of communal services is regulated in accordance with the Law of Ukraine "On Housing and Communal Services," and it is known that during martial law, Ukrainians are still required to pay their bills.

How much debt is needed for utilities to lead to property confiscation in 2025:

If the amounts on the bills are not paid, debtors may be offered debt restructuring.

This involves distributing the debt into installments that must be paid over a specified period, not exceeding 5 years.

If refused, service providers have the right to file a lawsuit for debt recovery, and the court may make the following decisions:

Seize the debtor's property.

Freeze bank accounts to withdraw funds for debt repayment.

Confiscate real estate if the debt exceeds 160,000 hryvnias – 20 minimum wages.

Property confiscation for utility debts is a last resort and is not applied if the debt is less than 160,000 hryvnias or if there are other means or assets available for debt repayment.

It should be noted that if the only property owned is a residence, it is typically not seized; however, bank accounts may be frozen.
