In Ukraine, a more equitable distribution of electricity among the population is planned—power outages will be fairer, and their duration will not exceed 6 hours.

To implement this initiative, the Ministry of Energy has made amendments to the Instructions for the preparation and application of hourly electricity outage schedules.

On December 3, the corresponding order of the Ministry of Energy dated November 27, 2024, No. 439 came into effect.

According to the new regulations, the approach to creating hourly outage schedules (HOS) will be modified. They will now be prepared twice a year based on measurements conducted by each distribution system operator (DSO) during the summer and winter periods.

The schedules will consider at least 75% of the maximum electricity consumption capacity during the hours from 8:00 AM to 10:00 PM on a peak day, based on the measurements from the last peak day.

The schedules will be designed to avoid load fluctuation when transitioning from one queue to another. During the period of martial law and for 12 months following its conclusion, the following rules will apply:

  • The maximum duration of electricity outages according to the HOS cannot exceed 6 hours, with a possible deviation of no more than 1 hour;
  • After being connected to the electrical networks, consumers must have access to electricity for at least 2 hours, and the switching time will not exceed 30 minutes;

Critically important facilities requiring priority energy supply will not be included in the outage schedules and will receive electricity according to established minimum requirements.
