185 million hryvnias have been allocated for these projects, and the city authorities insist on the necessity of implementing the project.
An investigation by Bihus.Info has revealed possible connections between the contractors performing the work and representatives of the local administration.
The tender for 95 million hryvnias was awarded to the company "Alsvit Plus." Since 2022, it has been re-registered under Alexander Solovyan, and has been involved in renovations of medical institutions. This has raised concerns about a new strange favorite of the Poltava authorities, who have found inflated prices and missed deadlines in their orders.
In the spring of 2024, before the company began receiving orders in Kherson, the firm's director changed – Alexander Potelezhko from Kharkiv took over. Journalists from Bihus.Info discovered a court ruling from 2016 stating that at that time, serviceman Potelezhko was inebriated while on duty. According to the ruling, the materials were sent to court by the military prosecutor of the Luhansk garrison. Interestingly, the military prosecutor of this garrison at the same time was Roman Mrochko – the current head of the Kherson City Military Administration.
In a comment to Bihus.Info, Mrochko noted that the prosecutor's office he led, along with his subordinates, had drawn up a significant number of administrative protocols for various offenses. He stated: “He is unknown to me. If I have seen him, it was once in the corridor of the prosecutor's office.”
Another company, "Stroisnab STSO," received a contract for an underground school for 90 million hryvnias. Additionally, the firm is repairing several basic shelters in Kherson. Journalists from Bihus.Info attempted to speak with the contractors at their registered address in Kherson. However, the office was closed upon arrival, and a neighbor informed them that the builders had removed the sign from the door and left the premises half an hour before their visit.
"Stroisnab STSV" is owned by several individuals, including Alexander Novokhatsky and Alexander Zagoskin. They studied together at the Ivano-Frankivsk National Technical University of Oil and Gas. A scientist and energy expert, Alexander Susak, also worked there, and he now, as an individual entrepreneur, receives contracts for the repair of shelters in Kherson and is a partner of Zagoskin in another company. Coincidentally, the current deputy chairman of the city military administration, Sergey Orekhov, also studied at the same university when Susak was actively engaged in scientific activities there. Their specializations are similar – Orekhov studied Gas and Oil Pipelines and Gas and Oil Storage, while Susak was finalizing his laboratory practicum in Gas Pipeline Transport at that time.
Alexander Susak declined to answer journalists' questions, while Sergey Orekhov allegedly could not recall such a person at all.
