In Kyiv, vehicles that are not special transport have been spotted with passes for the curfew. The Kyiv City Military Administration (KCMA) has initiated an investigation.
This was reported by RBK-Ukraine citing Telegram from the head of the KCMA, Timur Tkachenko.
Active residents of Kyiv discovered that cars are moving around the city without any signs of being special transport, yet they possess passes to operate during the curfew.
"These are regular private vehicles belonging to citizens. Their owners are not affiliated with any enterprises or services that have a justified need to move around the city at night. In some cases, unique document numbers have been recorded. I have instructed to check who, which organization, and on what grounds issued these passes," he explained.
According to Tkachenko, the issuance of passes is permitted only to a limited circle of officials and organizations in accordance with the order from the KCMA.
"In the recorded cases, it turned out that the pass documents were issued under the KCMA quota, where deputies of the head of the KCMA have the appropriate authority. There have been instances of abuse related to pass documents in the past. However, measures have been taken several times within our garrison to cut off dishonest schemes. I see that so far there has been no success in this matter," the head of the KCMA stated.
He reminded that he had previously instructed to report on the issuance of passes, but has yet to receive a clear answer, stating that "it seems like they are being issued upon ordinary requests and as needed - simply because someone wants it."
"The issue is not only that someone might have unnecessarily obtained the right to disregard the curfew regime. This could be tied to corrupt schemes. But most importantly, lack of control poses a risk. Documents could end up in the hands of saboteurs or representatives of enemy special services. Committing a crime against our security at night, when no one is watching, is much easier. The Security Service of Ukraine will address these risks," he concluded.
In turn, regarding the corrupt component in the current procedures, they also plan to work within the framework of the "Transparency and Accountability" group.
Since the end of September 2024, new sample passes for vehicle movement during the curfew have been in effect in Kyiv. It was reported that periodic updates of passes are a necessary measure. It was already mentioned that old sample passes would no longer be valid.
Recall that since the beginning of the war in February 2022, a curfew has been in place in Ukraine. It includes a ban on the movement of the population during nighttime, except for certain cases for which corresponding passes were formed.
In particular, the curfew in Kyiv lasts from 00:00 to 05:00. The same applies to the Kyiv region.
