Trump will attempt to provide Russian President Vladimir Putin with an opportunity to "exit the war" without losing face, while actively supporting the strengthening of Ukraine's position in negotiations.
This was stated by American diplomat Kurt Volker, who served as the U.S. Special Representative for Ukraine (2017-2019), in an interview with LIGA.net. He emphasized that Trump does not aim to personalize the conflict or blame Putin for everything. On the contrary, he will strive to create conditions under which Putin can withdraw from the conflict while maintaining his political reputation. At the same time, according to Volker, Trump will focus on taking measures that will allow Ukraine to strengthen its position in the war.
The expert explained that Trump plans to work more actively on enhancing American energy independence by increasing oil and gas production to lower global energy prices, which in turn will impact the Russian budget.
"At the same time, if we hear from Putin that he does not want to end the war, Trump will likely intensify sanctions as well. Therefore, I believe this combination should include increased pressure on Russia," the diplomat added.
Regarding changes in foreign policy approach, Volker noted that Trump will come to power in a different time than in 2017, when he emphasized reducing U.S. foreign engagement. In 2025, according to Volker, the global situation will be more complicated — the war in Ukraine, tensions in the Middle East, threats from Iran and China. Under these circumstances, Trump sees the need to renew the U.S. position as a global power and restore confidence in America.
In Volker's opinion, Trump will attempt to implement a strategy that ensures "peace through strength," referencing Ronald Reagan's slogan.
