Starting from January 2025, new tax legislation rules, changes in pension payments, and innovations for internally displaced persons (IDPs) will come into effect in Ukraine.

Minimum Wage and Living Wage

The Cabinet of Ministers approved the minimum wage for 2025 during the adoption of the state budget. The minimum wage will remain at 8000 hryvnias, the same as in 2024.
The living wage for 2025 is also maintained at the previous level of 2900 hryvnias.

Pension Increases

In the next year, pensions for Ukrainians will increase in two phases:

  • Indexation – scheduled for March.
  • Increase in payments – for certain categories of retirees in the summer.

The Minister of Social Policy, Oksana Zholnovich, noted that the largest increases will affect retirees who have been receiving pensions for a long time. Meanwhile, the amount of larger pensions remains unchanged.

Special attention is given to Chernobyl pensioners. They will receive additional payments to pensions exceeding 2000 hryvnias.

Tax Changes for Individual Entrepreneurs

The President of Ukraine signed a law that provides for tax increases. The military tax for single tax payers will come into effect on January 1, 2025.

The Unified Social Contribution (USC) will become mandatory for all individual entrepreneurs, as the exemption allowing the non-payment of USC during martial law is being abolished.

Introduction of monthly reporting and an increase in the profit tax for banks. These changes are aimed at improving economic stability, although they will create an additional financial burden on entrepreneurs.

Subsidies

The subsidy calculation system remains unchanged. As in 2024, assistance will be assigned until the end of the heating season, that is, until April 30.

Starting January 1, 2025, the following will be taken into account when calculating subsidies:

  • Family income for the II and III quarters of 2024.
  • Pension income for November 2024.

The Pension Fund has confirmed that this rule will be in effect next year.
