According to this bill, Oschadbank will be required to transfer the remaining funds from pension accounts of internally displaced persons (IDPs) back to the Pension Fund of Ukraine under two main conditions.

As noted by NV Business, referring to Article 41 of the 2025 budget draft, firstly, if there have been no transactions (withdrawals, transfers, or cashless payments) on the accounts of pensioners-IDPs for the past 12 months, these funds may be confiscated. Additionally, if a pensioner has not undergone physical identification at Oschadbank within six months, this may serve as grounds for the removal of funds from the account.

It is important to note that this applies only to accounts opened at Oschadbank — the sole financial institution managing pensions for IDPs registered before February 24, 2022. Funds from such accounts will be transferred back to the Pension Fund, but if there is a freeze or other encumbrance on the accounts, those funds will remain in the account.

However, even if the funds are confiscated, pensioners who have not completed the identification process can contact the Pension Fund of Ukraine (PFU) or Oschadbank to restore their payments. In this case, the government will resume pension payments.

According to the new rules, pensioners who have not undergone identification by March 31, 2024, must do so in any convenient way. If the identification does not take place, the accumulated funds will remain in the settlement account until the verification process is completed. After that, the pension will be resumed in the account starting from the month when payments ceased.
