Starting January 1, 2024, the minimum subsistence level for individuals who have lost their ability to work has increased, leading to a rise in the maximum pension.
This is stated in the Budget Declaration for 2025-2027.
However, in 2025, the minimum pension will remain at the same level, as the government has decided to freeze this figure.
The minimum pension amount in 2025 will be 2,361 hryvnias, and consequently, the maximum pension will stay at the current level of 23,610 hryvnias. The "maximum pension" refers to payments that include all possible allowances and supplements.
Despite these changes, a significant portion of pensioners receives less. Specifically, 26.14% of pensioners have a pension of less than 3,000 hryvnias, while only 12.48% receive more than 10,000 hryvnias. As of July 1, the average pension was 5,816.62 hryvnias, and for working pensioners, it was 6,216.20 hryvnias. The next increase in social payments is expected only in 2028.
The old-age pension is granted starting the day after reaching retirement age, provided that the application for the pension is made within three months following that date.
